High-speed copy (cp -z) seems to be slower than expected.

At the first iteration of using the the -z switch to the copy command  (i.e. "cp -z"  - the fast copy),  it has been noticed that it is taking around the same time as a normal copy operation or in some instances even longer.
When attempted a 2nd time "cp -z" appears to be  significantly faster.
