NOAM Alarm Banner Is Not Reporting Alarms

Information in this document applies to any platform.
The banner is displaying nothing for alarm count. Checking current alarms brings a white page. Checking alarm history brings the error "unable to connect to host"
But how to perform a switchover of the NOAM from B to A when it can't be done through the GUI because
the error "Cannot Connect to Host" comes up on any selection under "Status & Manage", nor is there anything in the bottom menu bar to click on.
B server was not responding to any GUI command.
