Newly Installed PCIE Cards Don't Appear In Device Tree

Symptoms
Newly installed PCIE Cards are not available in the Host.
Changes
Customer wanted to install PCI Cards in two free PCI slots of the SuperCluster M8 server. The server was powered off to install the cards in Cold Replacement Method.
ILOM reported the cards status as 'Not Available' and on the HOST , 'ldm list-io -l' command reported 'UNK' (Unknown) status for the newly added Cards. See examples below.
