Synchronous ZFS IO may hang in zil_commit() (Doc ID 2642365.1)

zil_commit() may hang up in Solaris 11.3 or later.
Should the issue happen, a crash dump will show the following symptom.

However, zl_writer_count of the zilog is 0. Or no zil_commit_writer() thread for the zilog exists.
