Symptoms
Proxy controller upgrade fails with the following errors:
proxyadm: using logFile = /var/tmp/proxy-restore-<date and time>.log
cat: cannot open /var/tmp/proxyadm-temp-20153/Backup_tag: No such file or directory
cat: cannot open /var/tmp/proxyadm-temp-20153/Backup_description: No such file or directory

proxyadm: ERROR: --- 140_satconf.d: Failed prerestore (will not continue)
