OCEEMS : E5-MS Services Startup Process Stuck (Doc ID 2654187.1)

On : E5-MS

User is getting an error in the attempt to start E5MS service: " No response from the Primary Server as it may not be running. Unable to connect."

Software Release : E5-MS-
System Release : Red Hat Enterprise Linux Server release 7.6 (Maipo)

System is Standalone production and working fine before.
When the e5msService is starting up, it seems the script always stop at the stage right after the process "NmsAuthManager" or sometimes "MSSAServer", without any further messages. (though waited for 5-10min still nothing comes up)
