JES3plus is from Phoenix Software International (PSI). IBM will be offering JES3 until the next release after z/OS 2.4, after that next release of MVS will just offer JES2. PSI is licensing the JES3 related code from IBM and offering JES3 (called JES3plus) to shops that don't want to migrate to JES2.
