SuperCluster: ExaWatcher failed to clear up old archive files in the 2019.Q4 and 2020.Q1 QFSDP (Doc ID 2679276.1)

Symptoms

The ExaWatcher fails to cleanup old archive files resulting in the "/opt/oracle.ExaWatcher/archive/" directory increasing in size.  By default the archive directory should be limited to approximately 3G.

Exawatcher runs in all SuperCluster domain types and Zones.
