EPAP | 16.3 | After Upgrade To 16.3, Alarms Are Not Reflected In GUI & STP For EPAP B (Doc ID 2701988.1)

Symptoms

 After upgrade, but before accept, there should be two alarms:
1) pending upgrade accept;
2) internal disk error.

The internal disk error shows in "alarmMgr --alarmStatus", but not in the GUI or on the Eagle.
Syscheck reports the alarm. The alarm is not persistent when you set it with eagle_alarm_util.
It clears within 24 hours even though the condition is still valid.

 After upgrade to 16.3, alarms are not reflected in GUI & STP
