The below Error messages , when trying to add-vsw to both the primary and secondary doamins

ldm add-vsw mac-addr=00:xx:xx:xx:xx:xx  net-dev=netX inter-vnet-link=off primary-bkup-vsw0 primary

ldm add-vsw mac-addr=00:xx:xx:xx:xx:xx  net-dev=netX inter-vnet-link=off secondary-bkup-vsw1 secondary
Cannot validate network device netX on service domain secondary.
