Exalogic Virtual: Upload a Server Template in EMOC Fails with "Template is missing due to failure in the uploading task." (Doc ID 2722244.1)

Symptoms

In Exalogic Virtual releases 2.0.6.4.x, issue of vServer template upload failing at "Download image from URL" task is seen.
As the result the job fails with a message "Template is missing due to failure in the uploading task."
