Cannot launch X and Windows application when its name is in Japanese (Doc ID 2731698.1)

Users may find that when an application name is in Japanese, it cannot be launched on SGD 5.6.

When trying to launch an X application in Japanese name, no pop-up window shows and below error is displayed in the workspace:

When trying to launch a Windows application in Japanese name, nothing happens and there is no error displayed.
