User Devices are not created for REGISTER events with the User-Agent Header (Doc ID 2731990.1)

Symptoms

REGISTER event with a User-Agent header is not creating a User Device.  The REGISTER event though is reported by Session Monitor. An example REGISTER event:

 

should create a User Device for "eyeBeam release 3006o" but does not.
