5.6 Migration From 5.4 Fails when using backup/restore and adding a gateway

Symptoms
Customer is migrating from SGD 5.4 array to SGD 5.6 by using the backup from the 5.4 system and restoring this backup on the 5.6 system.
Adding the first Gateway in front of SGD 5.6 array works, however, adding an additional Gateway to the configuration causes the xml error.
The issue is NOT seen with a fresh 5.6 installation and multiple Gateways when no restore is performed from a previous version.
The backup and restore scripts appear to work and do not display an error.
The "invalid XML character" error is seen when trying to add a second Gateway to the migrated environment.

Issue I: Access the password cache with the SGDADMIN shows an empty password cache and messages in stderr:
[Fatal Error] :1:1543: An invalid XML character (Unicode: 0x1c) was found in the element content of the document.
ERROR: 'An invalid XML character (Unicode: 0x1c) was found in the element content of the document.
Changes
Customer created a new SGD installation using 5.6. He is attempting to restore from a 5.4 backup and then add a second gateway to the configuration.
