Goal
after upgrade from 8.3m1p8 to 8.4p2, system complains about config error ERROR: realm-config [ToTeams] has an rtcp-policy specified [rtcpGen] but no corresponding codec-policy.
the corresponding rtcp-policy exists and since this is rtcp-policy, it should not reference to codec-policy.
