STA SPS1 - Cannot Pass STA SPS1 Pre-checks For Checking Existing STA Instances

Goal
Attempting to upgrade to STA 2.3.1 SPS1.
The current STA was de-installed successfully.
When launching STA 2.3.1 SPS1 Installer, it replied "STA is already installed."
Verified that under /Oracle, /dbdata and /var/log/tbi all files and directories were removed.
Tried to umount the 3 volumes, formatted and remount them.
However, the Installer still reports "STA is already installed."
Attempted to re-install the old STA version, the old Installer also replies the same result.
