ECB: Re-connecting Of TLS-connection To OCSM Doesn't Work (Doc ID 2741489.1)

Symptoms

If an active TLS-connection between OCSM and OCECB is interrupted (for example brief network disruption), the connection will not be re-established automatically when the disruption has been rectified.
To activate the TLS-connection again, we changed in ECB the TSL port from 4070 to 4041.
Then configured it back to 4070. After this TLS connection went back into service.
