Exadata Storage Cell fresh OS installation fails with "No suitable USB devices found to use as Oracle Exadata Cell boot device" (Doc ID 2753116.1)

Symptoms

During new OS installation on X8-2 storage cells the installation process stops with the following error:

 

EXCEPTION] No suitable USB devices found to use as Oracle Exadata Cell boot device
Starting ipmi drivers: touch: cannot touch '/var/lock/subsys/ipmi': No such file or directory
Starting ipmi_poweroff driver: [ OK ]
[...]
[INFO ] Power cycle has been initiated in order to bring USB up
[INFO ] [FACTORY_REBOOT] Power cycle is required in order to bring USB up
[INFO ] Power cycle using /opt/oracle.cellos/SUNBIOSPowerCycle
[INFO ] Wait 180 seconds before starting power down to allow ILOM power cycle package to take effect.
