Dashboard Application Screen Access Errors Caused By Valid Date And Time Fields Format (Doc ID 2754383.1)

Symptoms

DateTime parser supports parsing of format "dd/MM/yyyy hh:mm:ss" and
"MM/dd/yyyy hh:mm:ss" only .
Whenever we try to parse datetime of format "yyyy/MM/dd hh:mm:ss " or
"yy/MM/dd hh:mm:ss" incorrect date is obtained which leads to "Panel Not
Configured" error on dashboard screen.

Example:
When user preference yy/MM/dd hh:mm:ss (20/09/17 01:55:00) is applied:
Expected Output: Thu Sep 17 01:55:00 EDT 2020
Actual Output: Mon Sep 20 01:55:00 EST 17
Similarly for user preference yyyy/MM/dd hh:mm:ss (2020/09/17 01:55:00) the
date output is not in correct format.
