Goal
After ELAP Rel 10.2 upgrade, manually added users are unable to login .
Receive an error that says You don't have permission to access/cgi-bin/change Password.cgi on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an Error Document to handle the request.
