During a solaris 11.4 upgrade a local zone upgrade failed reporting "return value 7. image in use by another package client."

pkg update output error:

pkg: An unexpected error happened while preparing for update:
pkg: Linked image exception(s):
A 'sync-linked' operation failed for child 'zone:<zonename>' with an unexpected
return value of 7 and generated the following output:
pkg: The image cannot be modified as it is currently in use by another package client.

- Note that a previous update failed as the console lost connection however no error indications were seen from that attempt.
- This was the second attempt.
