HSM: Cannot Complete Recycler Tape Drain As Files Are Not Rearchiving (Doc ID 2826765.1)

Symptoms

Customer carried out 'chmed +c xx.xxxxxx' on a specific tape volume, to mark that volume for recycling.  Then executed 'sam-recycler -dvx' to run the recycler.  They could see in the recycler.log file that a majority of files drained from tape volume correctly but 8 files (as shown below) were still 'waiting to drain' and not being rearchived.
