[PCA 2.4.4] Check Whether the Storage Network Upgrade Has Already Been Completed

Goal
It is important that the actual storage-network upgrade is only performed once. Upgrading storage-network again may result in an outage of PCA rack.
Upgrading to PCA 2.4.4 requires upgrading storage-network first.
In some case, the storage-network upgrading was not implemented in PCA 2.4.3 level, then you need to upgrade storage-network or the pca_upgrader check will fail.
If the storage-network upgrading has been completed in PCA 2.4.3 level, please DO NOT upgrade storage-network again.
