[PCA 3.x] How to Diagnose External DNS Failure (Doc ID 2866619.1)

Goal

PCA systems depend on an internal DNS implementation to translate PCA service endpoint names into accessible IP addresses. The DNS implementation may resolve names to different addresses depending on whether invoked from outside the rack, inside the service enclave or inside a customer VCN.
