tfactl stop does not stop oswbb automatically

Symptoms
When stopping TFA, oswbb is not stopped automatically.
When the OS username of TFA owner is longer than 7 bytes, the issue is occurred.
Also, such an issue has been reported on Linux x86 64 platform.
