USB device insertion/removal and ACPI shutdown may not be correctly handled

Symptoms
When the issue happens, the following symptoms may be observed on a system running Solaris 11.4 SRU 33 or later.
- On both x86 and SPARC, insertion/removal of USB devices cannot be handled and the target devices are not mounted/unmounted.
- On x86, the power button event such as 'stop /System' from ILOM or 'ACPI shutdown' menu for a VirtualBox VM cannot be handled and OS does not shutdown.
