Unable to ping xexdroceb01<----------------------------------------------------------------------------------show lldp neighbor returns the neighbor switch name which is not pingable from patchmgr node exdcp01

patchmgr --roceswitches switches.lst --verify-config  passes using the same roceswitches switches.lst . This confirms that the switches.lst  format is correct and working.
