AM Service Does Not Process RFSP_CH Trigger Correctly (Doc ID 2925427.1)

Symptoms

 AM service does not process RFSP_CH trigger correctly.

- Have an AM test policy with RFSP_CH trigger (attached am_test_policy_with_rfsp_trigger.jpg)
- Initiate a call & verify the following error in am-svc logs:
