PolicyDS PCRF-CORE-DELETE above threshold

Symptoms
An alert for the PolicyDS requests above 90% of the threshold (900+), we could see all the requests are for DELETE "PCRF-CORE-DELETE".
There does not appear to be any service issues and the requests are passing 1000.
We are seeing this on the other sites running 1.15.4 and 22.2.0.
"POLICYDS_INGRESS_TRAFFIC_RATE_ABOVE_THRESHOLD" alert is received sometimes during the peak time.
But messages like "Tasks to be executed of supi: imsi-XXX,msisdn-YYYY workflow PCRF-CORE-DELETE" are filled in every policyds logs.
