[Cloud Native - 5G]: cnDBTier: Third Sqld Pod Not Coming Up When Upgrading cnDbtier NF And Adding New Site (Doc ID 2933364.1)

When the customer was trying to add a new site along with a normal upgrade(22.2.1 to 22.3.2), the third ndbmysqld pod was not coming up.

Upgrade from cnDBTier 22.2.1 release to cnDBTier 22.3.2 release as well as changing the "apiReplicaCount" parameter from 2 to 4.
