EM 13c "emcli get_targets" Command Doesnot Return Any Value For PDB Targets (Doc ID 2962305.1)

Symptoms

When using emcli utility on the target database to retrieve target details is run it will not return target information or count. Even though when run get_targets with "has" would return a value greater than 0.
