EM Express Does Not Work With ERR_CONNECTION_CLOSED On ODA 19.19 (Doc ID 2973205.1)

Symptoms

After creating a newly database on ODA 19.19 environment, EM Express does not work well.

When accessing to the URL for EM Express (https://<IP ADDRESS >:<PORT>/em/), a logon page is not displayed and ERR_CONNECTION_CLOSED is occured.

Based on a below document, there are not any incorrect configuration at all.
