[ PCA 3.x ] Poor Terraform Performance When and After Creating a Dynamic Routing Gateway - DRG (Doc ID 2979879.1)

Symptoms

Creating a Dynamic Routing Gateway (DRG) takes much longer when using Terraform than when using the Compute Enclave User Interface (CEUI) or Oracle Cloud Infrastructure Command Line Interface (OCI CLI).

Creating a DRG in the PCA CEUI takes approximately ten seconds. However, when attempting to create a DRG using Terraform, it consistently takes over two minutes.

Once the DRG is created, all subsequent "terraform apply" runs take longer than before.

It appears that there is a waiting period for something during these runs, causing the performance of Terraform to degrade from the point of DRG creation onwards.

Similarly, deleting the DRG using Terraform takes about two minutes. 

After the DRG is deleted, the Terraform runs return to expected duration.
