[PCA 3.x] Export Instance to Bucket Might Stuck in Terminating or Faulty State (Doc ID 3007159.1)

Symptoms

On X9-2 PCA CEUI (Compute Enclave), after export one VM instance to a bucket, go to CEUI -> Compute -> Instance Exports, and the exportinstance task could be found in 'Terminating' or 'Faulty' state.

This would happen if the bucket to export VM instance to is created by a different user.
