Newly Build Oracle VMs in Oracle Private Cloud Appliance Highly Slow In Buffering File (Doc ID 3039684.1)

Symptoms

Problem: Overall network performance is bad. Any kind of connecton is slow. Customer tested FTP, HTTPs, ssh, etc

During the meeting we reproduced the issue following a couple of tests

1 - ssh in the  Solaris VM SRU 70 server in PCA env 
2 - create a big txt file
3 - Cat the file
4 - Transfer a file via ssh
5 - Monitor netstat

Result:

- The cat takes a lot of time to finish. The netstat starts buffering on Send-Q (data put to TCP/IP send buffer before being transferred)

- ssh transfer rate is slow. It never crosses the kbyte limit

Additonal Notes
- This is a new setup. The customer created this new solaris virtual machine to serve as a template
- PCA comes with a base Solaris 11.4 SRU 59 template. The base template also has the same error
- The cat command is a lot faster when executed via virtual console
- There are other machines running linux configured. They do not report network issues, just the Solaris boxes.
